Malibu Village HOA Reconstruction Charter
Draft - v0.01 (01/21/25)
While this draft serves as a starting point to articulate the collective vision the Reconstruction Board has for our community, as well as outline key value drivers, our intention is to work collaboratively and transparently with the community to define any and all final decisions.
Statement of Purpose
In the wake of the devastating Palisades Fire, the Malibu Village Reconstruction Board is committed to turning this loss into an opportunity to thoughtfully rebuild and strengthen our community. Malibu Village, made up of 29 individually owned homes spread across more than 7 acres of HOA-owned land on the Pacific Coast Highway, offers us a unique chance to not only restore what was lost but to reimagine our neighborhood with lasting improvements.
Our focus moving forward is clear:
Enhance Property Values: By rebuilding with expanded floorplans, high-quality materials, and thoughtful design, we can create homes that are more desirable and valuable.
Unlock the Potential of Our Land: Thoughtful use of our expansive property can introduce subtle enhancements that enrich the community experience without infringing on individual homeowner spaces.
Strengthen Infrastructure for the Future: Investing in modern, resilient infrastructure will improve safety, comfort, and long-term sustainability for all homeowners.
Strategic Reconstruction Framework
1. Immediate Action Plan
Comprehensive Assessment: Engage engineers and environmental experts to evaluate the property and oversee debris removal alongside FEMA resources, ensuring safety and regulatory compliance.
Financial Alignment: Secure available funding through insurance, disaster relief programs, and strategic use of HOA reserves to support an efficient rebuild.
Open Communication and Transparency: Maintain consistent updates through meetings, newsletters, and digital channels to keep homeowners informed and engaged.
2. Updating CC&Rs for a Smarter Rebuild
Modernize Building Guidelines: Adjust CC&Rs to allow for expanded floorplans, fire-resistant construction and more efficient design practices while respecting individual property rights and aesthetics.
Streamlined Approval Processes: Simplify architectural review procedures to reduce barriers and accelerate rebuilding timelines to match the speed promised in state and county level executive orders.
Flexible Design Options: Offer greater freedom for homeowners to customize their rebuilds within updated, safety-conscious community guidelines.
3. Navigating Permitting and Approvals
Priority Permitting: Work proactively with local authorities to leverage post-disaster rebuilding policies for faster permitting and inspections.
State and Local Coordination: Engage in active dialogue with regulatory bodies to ensure Malibu Village is prioritized in recovery efforts.
Collectively Sourced Designs: Collaborate with architects to develop design templates that align with California Housing and Community Development (HCD) standards, expediting permit approvals without limiting those who want to enable their own vision for their home.
4. Infrastructure Resilience and Improvement
Fire-Resistant Upgrades: Encourage the use of non-combustible materials and defensible landscaping to mitigate future wildfire risks.
Utility Modernization: Evaluate opportunities to upgrade utilities, such as burying power lines and integrating backup energy solutions.
Enhanced Safety Measures: Improve access routes for emergency services and explore the integration of discreet safety features across the property.
5. Thoughtful Use of HOA-Owned Land
Low-Impact Enhancements: Consider subtle improvements to the community’s open spaces that add value without disrupting the privacy and independence of individual homes.
Sustainability Initiatives: Introduce drought-resistant landscaping and water-wise irrigation systems to improve sustainability and reduce maintenance costs.
Community Connection: Explore opportunities to foster community interaction through carefully designed, optional shared spaces that respect the character of Malibu Village.
6. Phased Rebuilding Timeline
Phase 1 (0–6 Months): Site clearance, safety assessments, CC&R updates, and permit applications.
Phase 2 (6–18 Months): Residential rebuilding begins alongside infrastructure improvements.
Phase 3 (18–24 Months): Completion of rebuilding efforts and subtle enhancements to the HOA’s property.
Moving Forward Together
This rebuilding effort is not just about restoring structures - it’s about investing in a stronger, safer, and more vibrant Malibu Village. The Reconstruction Board is dedicated to guiding this process with transparency and care, ensuring that our community emerges from this stronger and more unified than ever.
