Governance and Compliance Executive Committee (GCEC) Charter
Purpose:
The Governance and Compliance Executive Committee (GCEC) is established to provide strategic oversight, legal guidance, and regulatory compliance for the rebuilding and recovery efforts of the Malibu Village in the wake of the Palisades fire. This committee ensures that all reconstruction activities align with local, state, and federal laws, HOA governing documents, and industry best practices, fostering transparency, accountability, and resilience within the community.
Responsibilities:
Legal Oversight: Review and ensure compliance with all legal requirements related to rebuilding, including zoning laws, building codes, insurance claims, and contractor agreements.
Policy Development: Update and enforce HOA bylaws, covenants, and community guidelines to reflect the current needs during the recovery and rebuilding process.
Risk Management: Identify potential legal and financial risks and implement strategies to mitigate them throughout the reconstruction phase.
Vendor and Contractor Compliance: Oversee the selection and management of contractors, ensuring adherence to contracts, safety regulations, and performance standards.
Transparency and Accountability: Facilitate clear communication with homeowners regarding legal decisions, project timelines, and compliance issues.
Ethical Governance: Uphold ethical decision-making practices, ensuring fairness, integrity, and community trust during the rebuilding efforts.
Authority:
The GCEC is empowered to consult legal counsel, engage external experts, and make binding decisions on legal and compliance matters necessary for the community’s recovery and long-term stability.
