Wildfire Q&A with The Greenspan Co. & Malibu Village
We would like to extend an invitation for a special Wildfire Q&A session with The Greenspan Co./Adjusters International, featuring Vice President/Public Adjuster Richard Villanueva. The Greenspan Co. has served California’s homeowners and businesses for over 75 years, focusing on maximizing insurance settlements for those affected by disasters like wildfires.
Malibu Village is exploring options to retain a public adjuster, this is a public information session for the community.

Malibu Village Community RFI & Questionnaire
We are reaching out to every homeowner in our community to gather crucial information following the recent wildfire disaster that tragically destroyed all our homes. This RFI and questionnaire will help us better understand your individual circumstances and preferences so that we can coordinate the clean-up efforts and develop a comprehensive plan for rebuilding our neighborhood.
While none of the questions are mandatory, we strongly encourage you to complete the form to the best of your ability. Your timely and thorough responses will enable us to move forward quickly, ensuring that our collective decisions meet everyone’s needs and help us rebuild a safer, stronger community. If you prefer not to provide some or all of the requested information, we ask that you still provide your name, email, and unit number so that we can track information throughout this process.
Below are some important points to keep in mind:
Purpose: Collect information relevant to clean-up logistics, rebuilding requirements, and personal needs or constraints.
Use of Information: All answers will be compiled to guide our HOA and any engaged professionals in understanding the scope of work and timelines.
Confidentiality: Rest assured that your responses will be handled responsibly and used solely for the purpose of recovery and reconstruction.

Open HOA Meeting Presentation & Key Points

We had 23 of 29 association members join, thank you so much for coming and voicing your questions as we move towards the recall and reconstruction board special election.
Key Updates:
The Board has voted to pause HOA dues for February and March 2025 due to the recent fires. Dues will resume in April 2025. Please ensure the portal reflects this update. If any homeowner has already paid their February dues, the credit will remain on their account rather than be refunded.
The Board has made changes to its leadership roles:
President: Nico Rusconi
Vice President: Nader Saborouh
Secretary: Kathy Haag
Treasurer: Sarah Whitelaw
Member at Large: Howie Idelson
The board voted and approved that only the President and Treasurer are authorized to approve invoices in the portal. This does not change the requirement of board approval (3+ votes) to authorize any spending, but corrects on record an outstanding issue with portal invoice approvals.
We once again ask all association members to complete their RoE opt-in forms for debris removal by the Army Corp of Engineers - full community participation will likely help us get earlier placement in debris removal order. You can find the RoE form HERE. If you would like help filling out the RoE form email community@malibuvillage.com and a reconstruction board candidate will schedule a call with you to walk through the form and assist.

Open HOA Meeting Scheduled - Monday 2/10 6:00PM Pacific
Our first HOA meeting since the fire has been scheduled for Monday February 10th at 6:00pm Pacific. It will be held via Microsoft Teams and we encourage all to join.
We have sent out a calendar invite to all association emails with the meeting information emailed by Allstate, however if you did not receive it please email us at community@malibuvillagehoa.com from the address you would like us to use and we will re-send your invite with the meeting info. Look forward to seeing you all there.

Debris Clearance Tentative Timelines Announced
Phase 1 of debris clearance which is focused on hazardous materials is underway and the EPA estimates 30 days to complete the necessary work.
You can read the full release for Phase 1 HERE.
Phase 2 is scheduled to begin immediately after phase 1 is complete (with caveat that some hazardous material will need to be removed after some genral debris clearance has been performed for safety). This work will be led by the Army Corp of Engineers and they aim to spend 2-3 days PER PARCEL but cannot give an accurate timeline until on-site to assess.
The Army Corps of Engineers will be sorting parcels by volume of opt-ins with larger communities with full opt-in being prioritized. You can read the full release for Phase 2 HERE.
If you have not submitted your opt-in form you can do that HERE and help Malibu Village get prioritized due to full community opt-in. This will help us all by allowing us to start fixing infrastructure and rebuilding our homes faster.

Right of Entry Forms Available Now for Debris Clearance.
Los Angeles County has opened up their website for debris clearance right of entry forms. We strongly suggest you take advantage of this as private insurance is unlikely to cover the full scope of your debris removal and collective participation puts our community higher on the list to be cleared earlier. You can access the portal and fill out your form to opt-in HERE.

Pacific Palisades Re-Opens to Residents.
LAFD has opened the Pacific Palisades to residents, you must show ID to prove your address to enter the previously evacuated areas (contractors may enter with proof of hiring by affected residents). More info can be found at the LAFD blog HERE.

Malibu Village HOA Community Update: Staying Informed Post-Palisades Fire.
Malibu Village Residents,
In the aftermath of the Palisades Fire, our community faces the challenge of recovery and rebuilding. During this critical time, the Malibu Village Homeowners Association Reconstruction Board is committed to keeping everyone informed, connected, and supported.

Pepperdine Caruso Law Legal Center is providing pro-bono legal services to support those impacted by the fires.

Community Network and Meetings:
We have created a private Facebook Group for Malibu Village Residents, you can request to join HERE.
Malibu Village GoFundMe has been created to equally support residents of the village. Jem Cohen Esq. will handle distribution outreach.
A community meeting will be scheduled in the coming weeks as we get more details on immediate steps moving forward, you will receive an email invite to join via video once date and time are established.
Reconstruction and Recovery Efforts:
We will regularly post updates on rebuilding timelines, safety inspections, and infrastructure repairs. This includes updates on utility restoration, road access, and FEMA debris removal / neighborhood clean-up efforts.
In the meantime we suggest you file for a tax deferral and a reassessment while the county works through what, if any, future tax abatements may be.
Los Angeles County Assessors Office offers this packet which provides additional context.
Governor Newsom has issued an executive order that will expedite rebuilding (this applies to all state agencies like HCD), key points are:
• CEQA and Coastal Act permits are waived for rebuilding in the same location, up to 110% of the original size.
• Local governments must issue rebuilding permits within 30 days using pre-approved plans and permit waivers.
• State agencies must report permitting delays within 30 days, updating every 60 days.
• HCD will recommend suspending certain Building Standards Code rules to speed up safe rebuilding.
• Plans to propose laws for faster rebuilding and fire-resistant construction incentives.
